The charly toolchain layer (the on-PATH charly CLI plus its VM /
encrypted-storage / console-relay stack), declared at project scope so
the charly candy that layer-agentteams-snapshot composes resolves
in this project’s candy closure. The snapshot bed needs an in-venue
charly for charly agentteams snapshot|apply; the production
agentteams box deliberately does not carry it, so it is provided as a
project-closure dependency, not composed into any image.
